Mr. Konstantinos Panagopoulos was born in Athens, Greece in 1960. He entered the Supply Corps Department of the Hellenic Naval Academy in 1986 and was commissioned as Ensign in 1987. Since then, he served on various vessels and land installations in Greece and abroad, performing the duties of the finance, supply and logistics specialist, and the finance, supply and logistics executive in all parts of the national and international Hellenic Navy Supply Chain. In 2014 he was decommissioned with honors from the Hellenic Navy bearing the rank of Rear Admiral, (ret).

Mr. Panagopoulos possesses a Bachelor’s Degree with First Class Honors in Economics from the National and Kapodistrian University of Athens, Greece, having graduated with a General Point Average (GPA) of 10 out of 10 (1986), a Bachelor’s Degree with First Class Honors (91.42 out of 100) from the Hellenic Navy Academy – Supply Corps Cadets Department (1987), and a Master of Science Degree in Management / Logistics Management with First Class Honors having graduated with a GPA of 4.0 out of 4.0 from the Florida Institute of Technology (FIT), USA (1995). He is also a Distinguished Graduate of the U.S. Army Logistics Management College / Logistics Executive Development Course (ALMC/LEDC), Fort Lee, VA, with a GPA of 96 out of 100 (1993), and a Distinguished Graduate of the U.S.A. Defense Language Institute, San Antonio, TX, USA, with a GRA of 100 out of 100 (1993). Furthermore, he is a Contracts Specialist having attended specialized courses in Contracting Management, Price Analysis, and Cost Analysis at the U.S.A. Department of Trade / General Services Administration, Crystal City, Washington, D.C. (1994), and a Certified International Register Quality Assurance (IRQA) Internal and Lead Auditor for Quality Matters for the Hellenic Navy “BS EN ISO 9001:2000”, “HACCP”, and OHSAS 18001:2000 “Health and Safety at Work” programs, having attended the relevant seminars at “Lloyds Register of Shipping and Industrial Services SA” Quality Management branch in Piraeus and successfully undergone the relevant examinations (2003 and 2004). Moreover, he is a graduate of the International Purchasers Course of the Institute of Security Assistance Management in Dayton, OH USA (2009), and a graduate of the Hellenic National Defense School in “Defense and Strategy Studies” with First Class Honors ranked third amongst his 97 colleagues with a GPA of 95.29 out of 100 (2013).

He was awarded the “Golden Cross of the Order of Honor” (2002), the “Golden Cross of the Order of Phoenix” (1999), the “Commander of the Order of Honor” (2018), and the “Grand Commander of the Order of Phoenix” (2018) by the President of the Hellenic Republic.

Mr. Panagopoulos is a member of the Economic Chamber of Greece since 9 November 1987, and of the Graduates Association of FIT, Fla, USA since 16 January 1996. Moreover, he was a Member of the Board of Directors of the Hellenic Maritime Union from 2005 to 2008, and a Member of the Board of Directors of the Navy Special-Ledger Mutual-Aid Fund from 2013 to 2014.
He delivers lectures at BCA in economic modules.
